A file-service dealer commonly reads or identifies the ECU, submits the data to a supplier and flashes the returned calibration. The supplier may select an existing file or carry out further work. That workflow is different from the dealer personally developing the calibration.
The practical questions are what product is being supplied, who developed it and how it is checked on your vehicle. A library calibration can be a legitimate product for a supported setup. Describing it as a custom session requires clarity about the vehicle-specific measurements, revisions and validation included.
Before booking, ask which hardware and fuel the file supports, whether the car is checked for faults, how power and operating data are recorded, and who investigates an abnormal result. Find out whether revisions are included and whether the installer can alter the calibration or needs to refer back to the supplier.
